So, we have a special election coming up here in California. We have six propositions supported by our Governator. They include:
Proposition 1A would establish a “rainy-day fund” so when tax revenues are highly than expected, the money is saved as a buffer against years with subpar revenues.
Proposition 1B would increase payments to state schools, including community colleges and universities.
Proposition 1C would allow the state to borrow $5 million for future lottery proceeds to balance the 2009 budget.
Proposition 1D would let the state temporarily reduce funding to children’s programs while the economy is in a downturn.
Proposition 1E would temporarily cut funding to mental health programs. Proposition 1F would bar legislators from receiving pay raises in years when the budget is not passed on time–by Sept. 30.
Gov. Schwarzenegger supports the measures. He told a meeting of the Commonwealth Club of California last week that the package was all-or-nothing. Unlike a grocery store list, he said, everything is interconnected and must be approved together.
I hate the "everything must be approved together" bit because I do NOT advocate cutting funding and services to our most vulnerable: Children/elderly/mentally disabled. ESPECIALLY in a downturn. How we care for those least able to care for themselves is what defines us as a CIVILIZATION.
So once again, our state government is holding us over a barrel. If we cannot vote yea or nay on each proposition separately I will vote no to all.
